I would like to ask a dumb, off-topic, technical question and, since this thread has given me ample opportunity to display my lack of knowledge on an array of subjects, I thought I would ask it here.

If data is being transmitted over the internet backbone at Gbit/s rates but being delivered to the end user at single digit Mbit/s or even Kbit/s (and that discrepancy is widening), where and how in the system is the data being held or stored until delivery?
