Dee Jay,

The 1 penny a minute charge will bring in Billions to the RBOCs. I believe they will go to great lengths to get that penny. They control the upgrading of the COs and the COs are important to the growth of the internet. I hope your right in that ultimately, competition will make a slow build out result in loss of market share but I don't know if it going to be enough to spur the RBOCs when the incentive to delay is so high.
