Bush or Gore cannot answer that. If the government tries to cap it it would require wage and price controls as Nixon tried in 1971. Not only did it not work, it was unconstitutional.

Oil prices are basically controlled by a worldwide cartel, OPEC. The U.S. government (as the rest of the world) has little control over OPEC's pricing policies.

The cost of gasoline at the pump is also affected by the federal excise tax that is added, plus and state and local taxes added on top of those taxes.
