P4 often performs 20 to 25% slower than the Pentium III on an IPC basis "Intel somewhat confirmed the well known performance deficiencies of the P4 on an instruction per clockcycle (IPC) level. We asked Intel's Jeff Austin, IA-32 Desktop Launch Manager to comment on the news that the Pentium 4 often performs 20 to 25% slower than the Pentium III on an IPC basis, and he admitted that there were issues, but there will be further discussion of this in a session later this week.
