I guess the point is that Junior-George entered this race trying to tout his leadership and experience based on his role as Governor of Texas. Only he really has no basis to this claim. What progress has been made in schools began before his term with more distributed funding to the school districts (it's hard to call it more equitable, because it is a complex and strange plan, but does provide money other than local property tax to the poorest schools). There was also a no-pass no-play rule which gave students incentive to improve their grades by tying extra-curricular activities to academic performance. These all pre-date Junior-George but he tries to take credit for the results.

The only thing he did was push through a tax cut that nobody was asking for, and in the process lost the state budget surplus. (And didn't even lower tax bills since local taxes immediately went up to cover all the stuff the state no longer provided).
