JB - Yes. So if thats what it says then it seems to me that that the new winners have paid nearly $40bn and don't have an exclusive.
I don't suppose it matters much in Euro-GSM land but it seems to me that if it were possible to put a speed limit on exisiting operators then the regualtors in England would have done it. That they haven't may mean that its just not practical to stop.

That then becomes important in areas where GSM is not protected, like Korea but maybe others, Brazil for instance.
