Governor Bush worked with the Texas Legislature
You need to check the dates, The Governor didn't do doodly-squat for the state until after he formed his Presidential exploratory committee. Then he had a flurry of initiatives in the last year. The groundwork, the persuasion, and the results we are starting to see were all initiated by Ann Richards.
