It is difficult to predict what will happen. In any event, most school districts have dozens of schools. It is unlikely that all schools will be under the gun. The main thing is to change the incentive structure, so that one is penalized for underperformance, instead of rewarded. If the school district contracts markedly, I guarantee that Board of Education employees will not be retained at the original levels. In most instances, there will be a reduction in a particular school, but some parents will leave their kids in, either because of convenience, or laziness, or faith in a turn- around. Occasionally, there will be a consolidation of schools. But mostly, parents who are motivated will be given encouragement, and the administrators and teachers will be given incentives to produce.......
