My guess is ECIL. Check out the links to the Israeli optical startups in this article from themarker.com - interesting technologies. Looks like MRV has plenty of investment possibilities in Israel. I wonder how they're doing with the rumored negotiations on CW.

"The Canadian company is sending a delegation to the Telecom 2000 exhibition in November. During the visit, JDS's vice president of strategic affairs is expected to hold negotiations to advance the construction of the plant. He will be examining Israeli technologies and considering strategic relations with some 15 young Israeli companies that manufacture fiber-optic components, including Trellis Photonics, which has developed a platform with switching capabilities for pure-optical networks, and Cyoptics, which is developing active optical components based on indium phosphide technology, and in packaging highly-integrated optical devices.

Another is Lambda Crossing, an optical communications company founded in 1999, which is developing dynamic optical chips for wavelength-routing. The young startup is negotiating a deal to manufacture its components at JDS’s Canadian facility, and a possible marketing agreement."
