The creation of a permanent court would provide a forum for victims of political regimes to seek redress and compensation. It would replace the temporary tribunals that have been set up for war crimes in the former Yugoslavia and Rwanda. Creation has been stymied, though, by a lack of support from countries -- notably the U.S. -- that want to avoid their soldiers ending up in the dock, facing allegations of human rights and other abuses.
