I'm having a hard time with the numbers in the article:
A red LED traffic light uses only 15 watts of electricity instead of the 150 watts consumed by traditional stoplights. but....

About 90 percent of the electrons that enter the [AlInGaP ] diode generate photons <snip> only 30 percent of them emerge as visible light.

So this means that the red LEDs are .9 X .3 = 27% efficient instead of the 8% efficiency of the incandescents. That's three times as efficient. But they use 1/10 as much power in a stoplight? That means the red LEDs are roughly 3 times dimmer. They don't LOOK 3 times dimmer. Hmmmm....
