Scenario #1: You hand over thousands of dollars for safekeeping to a bank, which decamps overnight with your money.

Scenario #2: You hand over thousands of dollars for safekeeping to a bank. Rumors abound the next day that the bank is untrustworthy and may decamp with your money. You panic and close the account even though you lose a few hundred dollars for premature withdrawal. You find the day after that the rumors are false.

Would you say the Government should try to get the money you lost in Scenario #2 reimbursed?
