I believe that the japanese versions of the OS products ship within 30 days of the "FIGS" (French, Italian, German, Spanish) versions. Even WinCE has a japanese version. The localization of products outside of the english, FIGS, and japanese used to be the responsibility of the local MS sales teams - if the local people wanted to pay for a localized version, it happened. I assume that's still the way it works. I am a little surprised by your comments about the Italian and Spanish markets. I have done some work with Italian companies and quite a bit in Spain, and found broad use of MS products, good support, lots of knowledgeable people.
