Resigning was at least some sort of resolution, although it is true that Nixon's continued maintenance of innocence undercut the gesture. In Clinton's case, there was not even that degree of "closure", to use the current cant phrase. Instead, it just got worse and worse, as the Democrats jeered over the inability of the Republicans to make a full trial and secure removal.......
