Paul, Most new US fabs go to southern 'right to work' states, or offshore somewhere. Most final assembly is offshore with lower cost hand labor.
In Europe the workers are less well educated and are often streamed into tech school partnerships with unions and industry that lock them into a place where they often get excellent technical input, but are prey to socialist idiocy because they are not taught how to see the flaws of socialism, and since they are told by the unions that it is good, they agree. Four legs good, two legs bad concept.
Lest some among you think this is wrong, just consider the number of US citizens going to college versus UK and Europe.
Europeans produce workers well suited for their jobs, but with little ability to reach for the stars. The US system makes more unique mavericks and also shoves a far larger pool of people to a far higher average level. The result: more nobel prizes, among other things.
So you have AMD locating in dresden. Why? Well, Germany makes good tech workers and their engineers are first rate, even if fewer per capita than the USA. In addition Saxony gave them valuable incentives, I hear.
