Few commercial customers will pay for more than 3 9's - the cost of the increased reliability is more than the cost of the problem it would avoid... except, as you say, in some telco and financial applications. Getting any general purpose system to 4 9's is a tricky proposition, and I would say that the system is not very genral by the time it achieves that goal.

I think that SUNW is mostly aiming to surround the switch in telco - where 3 9's is usually good enough, and 4 9's achievable for those willing to pay the freight.
