I agree with you about last April. I wasn't selling puts then. The market just wasn't right for that strategy. Didn't "feel" right. Great for selling calls, though!

Any strategy is dependant upon the overall market. You have to get a feel for it's direction. If you are unsure, stay out until you get with the trend. There is no need to be in just to be in.

Developing the market feel is an Art not a Science. This is Voltaire special gift. He has developed that feel that tell him when the market will make his strategies successful.

Technical Analysis is a way to help you develop that feel. It's all about determining the market's psychology. Most people think TA is Science! They're wrong.

Go read "Trading for a Living" by Alexander Elder. You'll learn all about the trader's (and markets')psychology.
