As a Palm IIIc owner and having seen Pocket PCs a couple of times, there is no doubt that these two products still target each their market.

Palm III is the possibility to replace your paper-based calendar. Pocket PC is too expensive for that and therefore has to add extra functionality, for which the market is smaller than for the Palm. I don't need a pocket PC - I have a desktop PC that is much better. I mean, in Denmark low-income people like students, unemployed, single mothers etc. do own Palms. They don't want to pay for a Pocket PC.

When it comes to volume, Palm will be hard to beat.
