These are options that are granted. If you check back through previous news releases you will get a sense of the quantity. It's done all the time. In lieu of salary, enployees often get stock options. Taken to extremes, this process can be suspect. It does dilute.

Insider buying by definition means what it says. The Insider Trading Report issued by the VSE makes public all stock transactions done by company insiders. The granted of options can't be looked at as "insider buying" since it isn't.
