The 3gPP and ETSI are NOT the ITU. These are two organizations which support the ITU's IPR declaration. A company can declare all the IPRs they want with 3gPP but it carries no validity with the ITU if they are not also registered with the ITU.

Listing IPR with all three organizations is redundant under the new rules. A VP at IDCC, in fact, was chairman of one of the committees which arrived at this rule change. It is possible he knew the rule change was coming (as it was proposed in late 1998) and chose to same IDCC time and effort by listing only with the ITU. The ITU offered companies confidentiality regarding declarations and descriptions of the IPR associated with each company.

You need access to the Ties documents listed with the ITU in order to gain access to the IPR which IDCC has listed with them.

The same Japanese individual which helped represent IDCC's IPR before the ITU also helped represent GBT and OKI. He was very successful in representing IDCC before the ITU in Helsinki and earlier and later meetings. He's also meeting with success in Japan. It is this same individual which is now meeting with Japanese companies in order to upgrade IDCC's current agreements to include all five 3g modes.
