I think it needs to be scaled back to a needs-based system that has a tax base appropriate for that purpose, such as 4-5 percent which is a number I've seen bandied about. I think Gore's plan of the government matching contributions 3 to 1 for lower income is ripe for abuse. There used to be people coming over the border in New Mexico to claim instant refunds for the Earned Income Tax Credit. I believe one of the towns swelled by 6,0000 residents once a year until the IRS started catching on. The Gore plan is too easy to abuse.
