The link you cited mentions "tens of thousands", where did the 700,000 figure come from? There's a bit of a difference, and even the lower figure seems barely credible.

Given the distance involved, such a deployment could hardly be kept secret, and the logistics would be a nightmare: the Sudanese can barely feed their own people. It would also cost more than the interests in question are likely to yield. I don't buy it either.
