For this, it really makes no difference:

Distributing before of after a hypothetical split really does not matter. A person now holding 100 shares of EMC expects to receive 3 shares of MCDT [plus cash in lieu for the .7 share]: 100 X .037 = 3 + the cash. The same person, now with 200 shares due to the split is still due the identical number of shares and amount of cash.

Now... should MCDT split before shares are distributed to EMC shareholders, we get twice the shares :)

People who hold small positions in EMC should really be rooting for a MCDT rather than an ECM split. Using the 100 shares EMC example, a 2:1 MCDT would give the EMC shareholder 7 instead of 3 shares [plus the cash for the fractional share].
