The White House let it be known that President Clinton was going to talk with the Nigerian President about OPEC and the price of oil. I don't believe that a politician like Clinton would let that news out unless he had some reason to believe there would be movement downward in the price of oil. A spike upward could make him look foolish and ineffective. JMHO
