You make an incorrect assumption in your statement:

However, don't you think that this huge expense (tax) will force them to put this spectrum to use ASAP? And if the cost of the spectrum is so high, it makes sense that they will want to put a system in place that allows them to minimize cost & maximize revenues on that system?

You assume governments are by design efficient and logical in their workings.
