The article said that they could get the motherboard otherwise to 230/115MHz, suggesting that it was not the limiting factor. No?

Also, it is rather interesting to note that this was written by Craig "Mako" Campanaro, who was a huge AMD bear last year when he wrote for Sharky Extreme.
