What if the evolution of 1x and HDR is so rapid that new spectrum isn't needed for 3 to 5 yrs? What if 1.25Mhz chunks turn out to be the most efficient way to dice up spectrum? Maybe the service providers paid way too much for their airwaves. We may have a problem with the marginal utility of additional spectrum.
