No reform matters if you're willing to break the law. Laws are on the books today in order to prevent contributions from foreign governments, but it didn't stop Gore or Clinton. Laws are meaningless when you have no honor and character. Emile Dirkime said it best... "Where mores are sufficient, laws are unnecessary, where mores are insufficient, laws are unenforceable."
