This issue of permanent residents and h-1 visas are where the republican policies are most at odds, I would say. On the one hand you have them kowtowing to business to "open the floodgates" and let in as many h1-b visa workers as business wants. Otoh doing that means multiculturalism is a given in the high-tech centers and that means religious and cultural tolerance, which they don't have.
