No.. and not to be rude Richard, if you took the time to think it through and develop the proper analogies you'd understand why it's not "TWR".

The IMF can only spend what is allocated to it by Congress and other member nations.

Now don't you elect congressmen to represent your best interests. If you don't like what the IMF is doing, tell your congressman and demand that he not provide money to them in the next budget.
