Pakistan did not explode bombs near Indian borders. Do a little bit more reading. Only India TESTED in Pokhran. BTW it was failure of the institution named "George Bush Centre for Intelligence Agency" to detect what happened. Also learn the chronology of events of past 40 years and then you will find how much responsibility can be shared by previous administrations for such situation.
