Commission Members,

I hope you are all in or coming in.

Here it is in a nutshell:

WCAP has traded within a range of 3.5x book to .6x book. (asset value) The net sector (CMRC) has gone up and down. WCAP is at about .6x book now. The historic low valuation relative to nav was 2 days ago. Today did little to change this.

The last time CRMC was rising or falling through the $80 to $100 price range....WCAP traded at a premium to book of between 1.7x to 1.9x. Both swings through this level for CMRC saw WCAP trade in the $25 to $35 range.

Several things are different now. WCAP has a rather large cash position..(4.7x 6-30-00)....a full pipeline.....an interesting position in CPST..(see Ingersol Rand)....and about 30% less less CMRC. (sold some @ $100 last Spring)

WCAP is not a bank...so this cash will be deployed, perhaps partially in a way to enhance shareholder value. An additional disposition of CMRC could come by year's end...or post Q4 earnings....IMO. (valuation)
WCAP also has a Vivid Semiconductor haul to bring in...(see E-Mail)...and a few IPOs coming up. (Petroleum Place is my favorite....15% owned by Haliburton...oil & gas B to B)

The play here is on the strengthening of the net sector.....the performance of CMRC.....What management does with the cash..($20+ million)....the IPOs......and most important, the move from a discount to book....to a premium to book. The d to p is the kicker.

Favorable outcomes should drive the stock to much higher levels. E-Mail the Boys in the Montana Cabin for their technical analysis...if you would like. They have some cool layovers of CMRC and WCAP. (They initiated positions last week)

This is a "right place...right time" deal....all of you can thank me later.....or beat me to a bloody pulp.....as the case may be.

Welcome aboard.

bg

ps. Lorretta won the Briarwood Open....or so he says. Claims he did not cheat, play from the ladies tees.... or take any muligans....Hmmmm.
