This will take so long to do, involving hundreds or even thousands of airplane flights, and will attract so much attention, especially of the UN security council, that perhaps we should await more definite evidence that anything like this is occurring. 700,000 to 80,000 is a pretty good drop. Maybe if we hang on it will drop by another two zeros.
