What change coincided with budget surplus... a republican house. What programs have the greatest risk of federal financial disaster? Entitlement programs, which are a result of democratic give away programs for the purposes of votes. The Clinton rhetoric has done more to put people in classes and groups and done more to divide. Saying that a Republican president and house would be financial/social disaster is pure hyperbole. Jim
