LOS ANGELES, Aug 31, 2000 (BUSINESS WIRE) -- Semper Resources Corp. (OTC
BB:SRCR) (www.semperresources.com) today announced that substantial progress has
been made toward positioning the company in key reclamation sectors.

Norad Corp., under an acquisition agreement with Semper, has issued an Intent to
Proceed to acquire a 20-acre contaminated soil remediation and recycling
facility in central California. Norad plans to develop this site as a showcase
facility to launch community- friendly soil reclamation sites throughout the
United States. This long-range program is representative of the cost-effective,
people- friendly answers to environmental problems approach that is central to
the emerging Semper culture.

Semper has recently negotiated the acquisition of a large-scale, documented
soil-washing system that it plans to add to the processing capacity of this
location. Semper has also initiated negotiations to acquire an additional 40
acres to add to the capacity of this location.

Norad also disclosed that it has received notice that, as a result of a major
DOE/EPA sponsored testing program, its IESCRETE(TM)soil stabilization and
solidification technology was selected as one of the best of 60 possible
technologies suitable for capping mine tailings. Norad further announced that it
has entered into a joint venture agreement with Infinite '99 Ltd. of Calgary,
Alberta, Canada in which Infinite and Norad will exploit IESCRETE(TM)
internationally. In addition to significant mining industry uses, IESCRETE(TM)
has many potential applications in the oil industry. Infinite will bring
valuable oil industry contacts and operating experience to the joint venture
that will be majority owned by Norad. Both companies have been developing
overseas markets for this technology and expect their combined efforts to mature
more quickly and cost effectively.
