The internet did not exist until Al Gore passed legislation to do so. That's certainly a large part of the creation. Did he write the Arpanet protocols which became the protocol of the internet? Did he string phone lines on the poles? NO. His legislation didn't care which protocol or how many dots were in an address. He created a public decentralized network which we call the internet.
