I'm not sure how to find specific laws passed. The relevant time period would be about 1982. The watershed event was the splitting of Arpanet into a separate defense (Milnet) and public network( Internet ), thereby calming the military's fears that the public would snoop on e-mail between defense contractors. isp-planet.com sregora.com
