Geroge is chanting "Read my bits, no internet taxes!". Now if the internet were to become popular it could be that much of the commercial activity would shift there.

Let's take a town like Round Rock Tx. Home to Dell, nearly their entire budget comes from sales tax. (Property tax funds only school districts). What are they going to do? disincorporate? Set up traffic speed traps for income? Raise building fee's to $1,000,000 per sewer hookup? As you said, who can really say what the scope and extent of the internet revolution will be, and it's stupid to prohibit options until there is some visibility.
