The problem with emulation is that the emulator is a piece of code that is emulating hardware. It needs to be tested pretty throughly and that takes time (in addition to the time to write the emulator).

I just thought of something. (Not serious, so you can skip this.)

There is a PDA that is based on Linux.

There is a PalmPilot simulator that runs on Linux.

That would let you run PalmPilot software on that other PDA!

Well, probably not really: the other PDA has only a stripped-down version of Linux, and the PalmPilot simulator undoubtedly requires full X windows support.
