On one hand, I refuse to believe that Intel would go ahead and launch Pentium 4 if it doesn't provide enough of a speed boost over the fastest Pentium III at the time. On the other, Intel hasn't been executing properly as of late, so anything is possible, I guess.

<BTW, how do they get the engineering samples to bench poorly?>

It's a feature called "defeaturing," and it is often used for debugging purposes.
