For me the debate takes on the following dimensions:

1. More public participation on the public spending side of the equation. This requires strict conflict of interest rules at the level of Congress. Determine the level of public spending that the people want, rather than the level promised by politicians without regard for cost.

2. Find the tax regulations and stick to them. Is it really necessary or efficient to rewrite the rules every election cycle? We should be able to get all of these tax code volumes down to a single 3 x 5 inch card.

I like your idea about promises to deliver "benefits without cost." That has spilled over into health care. Now you have Democrats and Republicans falling over one another for a "Patient Bill of Rights". They took the decision out of the "doctor-patient relationship" and now they both want to give it back. Why would anyone think that they can deliver on the promise of affordable high quality health care for all Americans?
