"The more extensive Democratic proposals could carry a double whammy for drug companies, analysts said, in potentially lower prices from volume discounts and the possibility of price controls for prescription drugs, which rose 9.6 percent last year, more than three times the overall inflation rate of 2.7 percent.

Bush would use private health insurers to provide the drug benefit to Medicare beneficiaries, making it less likely to lead to price controls than the Gore proposal and weakening the bargaining power of the federal government to drive down drug prices, health industry analysts said.
