50% vs 90% is a huge discrepancy, unless there is subsidies in one but not in the other. Don't forget the infrastructure cost as well - that's the cost for building, school ground and classroom for maintenance, repair and improvement. Please put some thoughts and reasoning into it, and try the math yourself. Many public schools are in older facilities that were built 20, 30, 40 years ago.
