BLEC. Not a very enticing sounding name. Building Local Exchange Carrier, or, Broadband Local Exchange Carrier (as though the incumbent carrier was constrained to DS0s and POTS lines only). Seen it both ways. Here's a familiar discussion about carriers breaking into buildings. Is the Wild West getting tamed? I don't think so. An interactive thread at Network World Fusion:
