The article states all the advantages of CDMA over GSM at the very bigining. Then goes on to say the reason to say that China need to start the IS-95 2G CDMA right now to take the market share before it's too late. Also 3G is still years away so China can't just wait.

As far as the IPR concerned, there're plenty reasons to believe that most part of the 3G technology are in fact the 2G CDMA technology

Trough extensive research, power control and soft handoff are the brand new technology that are different from other systems. There are no similar brand new technology in 3G CDMA. From this point of view, solving 2G IPR issues is in fact solving 3G IPR issues. Korea is a good example
