The most obvious failing occurred when Yugoslavia broke up. Bush turned his back and hoped if he ignored it, it would go away. Not our strategic interest he said. Ignore it, and it will work itself out. So he waits even as our strategic allies Turkey & Greece are ready to go to war. No telling what would have resulted if Cliton hadn't stepped into what was by then a horrible quagmire instead of just a minor set of tensions.

A little early aid might have calmed down the cold war factions in africa too.
