Not at all. You still need a means for the application
to signal (through IP protocols and APIs) what kinds of
QoS it requires. Once you provide that means through
IP, the underlying mechanism becomes less important.
One could switch the core technology from ATM to SONET to
Ethernet to lambdas without much difference to the
application -- as long as the QoS guarantees are met.

BTW, I regret that my earlier post made me sound like
a Cisco bigot. That wasn't my intent. My focus should
have been on the technology -- and that the future for
telephony is IP. One ignores this trend at one's own peril.
