Currently, SOI is used in limited applications (e.g. satellites) so it is not a competitor yet of GaAs. IBIS lists GaA technology as a competing technology in its annual reports and the two materials share the same advantages, namely higher speed and lowered power consumption. SOI has the advantage over GaAs in that wafers are able to scale up to 8 and even 12 inches and the same processes used with bulk and epitaxial wafers can be applied to SOI wafers.

As far as being a threat to current GaA products like PCS amplifiers and the like, your guess is as good as mine. I can say that most of the R&D research that has been made public has been in the area of DRAMs and now an ASIC from Mitsubishi.
