Not entirely out of the question. Bubba could open the SPR spigots, to be reimbursed by OPEC oil delivered after the election cycle (and winter) pass. No way Bubba lets oil stay at $35+ going into an election cycle without some effort to show how much he "cares". But natural gas, on the other hand, he can't manipulate quite so easily.
