GG always uses the last day of the prior month as the reference price. It is just a reference price and nothing more.

Keep in mind, GG doesn't suggest that any of his list will make a great 'investment'. He does suggest that they have some merit as either 'innovations' or 'discontinuous innovations'. And that their technology fits within the paradigm as he defines it.

As far as timing purchase, I think that is largely an individual choice. One's tolerance for risk, financial objectives and time horizons all play a role.

I have been a long time GG subscriber and I certainly do not buy every stock he lists nor do I hang on his every word. I utilize his work and that of many others to try to get my less than technical brain to comprehend. (I was a history major <gg>) so you get the picture.

If you want real technical discussion, go visit the Last Mile thread and Bernard Levy or Frank Coluccio (sp?) at his tech thread on SI. And a must read is the Gorilla Thread hosted by Uncle Frank.

I think a combination of these and, probably other forums unmentioned, will enhance your understanding of the various tech markets, investment strategies etc. and get you in a proactive mode.

I know they have been a huge benefit to myself.
Best of Luck

Bob
